What Is the Amparo — and Why Does It Matter?
This is the most important thing to understand before starting any surrogacy program in Mexico.

Mexico doesn't have a federal surrogacy law. That's not a secret — but it's not always the first thing agencies tell you. What it means in practice: the legal protection for your parental rights depends entirely on how your program handles the Amparo, and whether the team behind it has done this many times before or just a few.
The Amparo is a federal court order, granted before birth, that instructs the civil registry to issue the birth certificate in your name(s) only. The surrogate's name does not appear. There is no legal ambiguity when you return home.
